For federal jobs, apply on Usajobs.gov. Attorney jobs are coded 0905, so search using that. It's really that simple. (I mean, still competitive and can take a long time to land something, but the application process itself is very simple.)
Just be sure to use a resume tailored for government jobs. Specifically, they don't care about page count at all. Include all your relevant experience using the resume builder on the website.
Although this depends on agency - the job I’m leaving this week will be posted soon, and they don’t want a federal resume. I used my regular resume without issue.
Also, you can look on PSJD to search for “public interest” jobs where a lot of government jobs also get posted (as well as other public interest jobs). Depending on what you’re looking for, you definitely have a shot. Agreed with the attorney above about reading the postings and tailoring your resume and cover letter so your skill set is highlighted that fits the job requirements.

A fair number of state and local government positions end up on governmentjobs.com. You can also find most state and local government jobs on job aggregators like Indeed, Glassdoor, SimplyHired, etc.
On your second question, i would say it depends on the particular entity and role, but generally no you do not need to be politically involved. There are positions where political connections may help (appointed positions, higher admin for electeds, etc.) But for many career positions, being too politically connected may work against you—people generally aren’t going to want to work with the person who can (or who people think can) complain to the electeds and appointeds whenever they’re unhappy about something.
