I taught swim lessons for Red Cross growing up. Would recommend starting by 2. Two year olds will learn basic things like blowing bubbles and floating. The kids that didn’t start till age 3 always cried and tended to be more afraid of the water.

I have heard ISR is only effective if you keep up with it, say every week until they can swim independently. Doesn’t seem worth it to me, I’m planning to start official lessons soon (son is 3) but we’ve been doing some simple floating and kicking etc whenever we are in the water since birth.
Agree with P1 that 2 is the perfect age. Would only recommend ISR or starting super early if your child has a pool in the backyard or frequents one at the grandparents or close friends. Otherwise what’s the rush?
I would not do ISR if you do not have a pool or live on a body of water. It’s pretty traumatic and the AAP does not recommend it. I live in FL so my son has been in a pool several times a week since he was about 6 months old. We practice putting his face in the water and getting him to kick and float. I was a lifeguard/swim instructor in high school and college so I’m comfortable doing this with him now. We’ll start more formal float and stroke training around 2.
Even if you don’t start formal lessons now, maybe later this summer you could start taking them to a pool where you can just stand in the water and hold him? Or, if you have a partner and they can swim, they could take him? And then once he starts formal swim lessons, you can start them too!
Starting baby & me swim lessons at our local rec center next week with our 6 month old! I think it's more of getting the parents used to handling their babies in water tbh but I'm excited nonetheless

I just started swim lessons for my 2.5 year old. We have a pool and she loves to splash around, but doesn’t know any techniques. The other kids in the class haven’t spent much time in pools and you can TELL. They are terrified of the water and fight their parents the whole class. Regardless of lessons, I would encourage you to get your child comfortable with the water when they are younger.
