Moved from another state to NY while keeping the same job which is based in NY. Why does my w2 form show box 16 as state wages in NY even though only about 30% of that was when I lived in NY?

Has anyone had the following side affect with the generic version of Wellbutrin (Bupropion). - Itchy/Swore hands/feet - Very mild hive like rash that only shows up on forearms when I scratch/swollen eyes. Has anyone had to legalize a foreign document in New York and can offer advice? I’m reading the requirements online and it’s 1) get doc notarized, 2) get doc certified by a county clerk (who is this??) 3) get doc apostilled by a Secretary of State (who is this??) then 4) get doc legalized by embassy (Vietnam, if that helps).
