Here's a term I'm sure you've heard once or twice as a former consultant... It depends.
I've spent my career (15ish years) in healthcare tech on the industry side. Restructures and new managers are VERY common at a lot of companies, and I've definitely come across SMEs who have been there forever, are hard-headed, and argue about everything.
My advice: 1. Keep a record of your accomplishments and projects so when you get a new manager, you can bring them up to speed and let them know what goals you're working toward for the next review cycle. This is also helpful in orgs where your manager doesn't actually work on anything with you directly (also very common).
2. You have to prove yourself before people will listen to you, but you also have to genuinely listen to others to get their buy-in. Ask questions, let them feel like they're contributing to whatever solution or project you're running, and if they disagree with you, don't get defensive and instead listen to their objections and address them. Eventually you'll build mutual trust and it should get easier.
