Lakeview has the most number of dogs per person apparently. Also a dog beach for the non-Winter months. Restaurants, bars, lakefront with bike path, etc. Also cheaper than all of those neighborhoods listed above.
Check out the loop on a weekend. Ghost town and your dog will be doing their business on cement. Chicago is a city of neighborhoods, each with its own flavor. Spend some time just wandering in one of the areas. Not taking an Uber to dinner but an afternoon so you can get a feel for the daily vibe.

West loop has no parks or green space so wouldn’t recommend that for dogs. Neighborhoods further north will be much more dog friendly - Gold Coast, old town, Lincoln park
Huh??? West loop is fantastic for dogs. There are dogs everywhere in west loop, there’s multiple dog parts as AD1 said, and there’s also more parks in general.
One of my friends lives in the Madison at Racine, it’s in west loop and very dog friendly. They have a private dog park.
The vibes you’re looking for from Rosslyn/Arlington etc don’t really exist here unfortunately. It’s a shame because I love those areas too.
I have a small dog too and love being where I am.
My building has also served me well with a good dog run for late night and plenty of green space on my doorstep. DM me!
I just signed at Porte apartments. You can get a nice sized apartment sub $3K
Gold Coast
Gold Coast is the closest to UES/UWS you can get. Lincoln park for a bougie but still neighborhood vibes. Ukrainian village has really nice small community parks and don’t overlook Humboldt park :)
Fulton Market is nice but I think the Loop is still the best for the same or even lower rent, the Google office in Fulton Market really made rents and restaurant/bar prices there go insane.
The Loop has better shopping, more and arguably better restaurants and bars. Closer to the lake. Closer to parks. Closer to the River. Closer to the lakefront bike/running path. Closer to museum campus.
You should be able to get a nice 1br in a building with a dog walking area in the Loop for that budget. I just saw a 1br at Lake and Wells for $2k that ticks all the boxes.

Dc - navy yard, Georgetown/west end
VA - Arlington (ballston, Clarendon, courthouse, Rosslyn)
