There aren’t a ton of shops down here, but it’s growing. Team One, Saatchi and Conill opened up down here 1.5 yrs ago when Toyota/Lexus moved down here and they are growing. I can speak to those if you’re interested.
The Richards Group is a big conglomerate down here with a large variety of clients from local businesses to Home Depot. I have lots of friends and coworkers who have rotated through there and reviews are mixed. It’s the type of place where you are dinged financially if you don’t show up by 8:29:59 and there’s a variety of other interesting things I’ve heard. Gorgeous office though and there wouldn’t be 600 people working there if it was bad.
Publicis Hawkeye is a growing shop down here too, variety of clients as well. Heard good things about them.
The Marketing Arm and Tracey Locke are also down here; sounds like any of the above options are stronger agencies with better work/culture from what I’ve heard from local contacts.

Golin is good for PR and digital
For PR- Golin, FH, Edelman, Weber, H+K all have shops in Dallas of decent size.
There aren’t many agencies in general.

Other random small shops
If you’re looking for a large PR/comms agency the pickings are slim, but there are quite a few small agencies spread throughout the Dallas/Fort Worth area.
