Looks like I live in a luxury building that is rent stabilized (getting this validated by NYC HCR). I signed a one year lease that is coming up for renewal. This lease has a legal rent (e.g., $10K) but I have been paying the preferential rent (e.g., $3K). Am I entitled to a renewal? Can the rent increase cap per the NYC rent guidelines board (couple %) only be applied by the owner on the preferential rent that I have been paying?
