Honestly if you can get away with not living in Seattle proper, I would go that route. The negative aspects of Seattle traffic, infrastructure, people, and cost of living go down exponentially when you get out of Seattle.
Honestly it all depends on what you want. If I had the option I would live in
1. Issaquah
2. Snoqualmie
3. Fall City
4. Bellevue

I did the commute from Belltown to Factoria (T-Mobile's HQ area ) 20 + years ago and it was bad but not terrible. There are a lot more people in Seattle now. However commuting across the lake on I-90 is much better than commuting across the lake on 520.
Where you live in Seattle will make a huge difference. Just getting to the freeway from some neighborhoods takes longer than the time you'll be stuck in traffic on the freeway. So think about proximity to I-90 when you are looking for a place to live, and maybe even do some Google directions in rush hour to get a feel for the time it would take to commute.
I would suggest you avoid the city at all costs. Crime has spiraled out of control and the police have stood down due to lack of support by elected officials. Consider a suburb that suits your lifestyle.
