My puppy was the same when I started leash training. You should keep them close; don’t recommend using retractable leashes. You also have keep an eye out on your surroundings. I would practice training “leave it” and “drop it” indoors, then reward when the desired behavior is exhibited. It’s going to take time and patience.
1000% normal puppy behavior but also 1000% agree that this is trainable! There are some awesome youtube videos if you just search “how to teach puppy leave it”, and/or you can look for classes or trainers in your area. A basic obedience class is almost always a good idea for getting you and your puppy on the right track.
Something else to keep in mind: dogs often eat dirt or grass when they have an upset stomach. It could be that eating street snacks is giving them an upset stomach and thus they want to eat more dirt/grass, and/or it could be that they’re sensitive to something in their food or treats. If you go a few days of being extra vigilant on walks and see if there are any noticeable changes in vomiting/stool. If things improve…. great! If they don’t improve then you can do a kind of elimination diet (or just swap one food/treat brand out at a time) until you figure out what’s causing the problem. You could also try adding some pumpkin purée (like from a can) which can help settle their stomach. Of course for all of this I also highly recommend calling your vet to help figure it all out!
Yeah just the nature of a puppy! As the other commenter said, train “leave it” and he’ll learn! Muzzles are great for adult dogs that still are resistant to learn the command, but most puppies grasp it pretty quickly! And in the meantime just be hyper aware of what he’s doing on your walks.

Try diverting their concentration with treats, this worked for me. I will recommend working on ‘check’ command, this will have long term benefits.

He’s experiencing the world around them. Take small treats with you and start teaching him the “drop it” or “leave it” command. Start in the house and carry over to streets. Every time he drops or leaves an item, give them a treat. It will take time but it does work.
Spray bottle. When he puts nose to ground spray and say no! Works quickly.
Eh. I didn’t have any luck with positive reinforcement and given I live in a city, this was a critical safety issue for us to fix immediately. I started with the spray bottle the day after I pulled a needle cap from my puppy’s mouth. So all in all I’d rather protect her from putting something in her mouth that could really hurt her. To each his own though.
