I am deputed at the client office. I use PSL laptop only to check mails. But in my last appraisal my manager told me that I need to get 60 credit points for promotion. But due to client work load, i won't be able to do that. So, I have resigned from PSL mentioning the same that promotion will not happen.
But my manager told me that he will try to give me a promotion in next cycle (ignoring the credit points clause). He is asking me to withdraw resign

Ok let’s take this literally. You’re the SVP of Strategy.
You don’t think this person is ready for a promotion. View this person as your client’s problem. What’s their weakness? How can they improve that? What can the agency do the encourage that growth? Any examples of when they’ve shown promise in leadership?
From the limited information you’ve provided, this person is getting promoted based on tactical competency and sheer likability. Nothing wrong with that - in some senses, as you move up, thats the name of the game. So also look internally and determine if you may have a hint of jealousy towards them for fast promotions (based on your comment of 2 promos in 2 years).
If you’re going to oppose their promotion, have solid examples of where they aren’t performing at the next level BUT also include ways the company can work with them to grow in that area. Otherwise you’re going to come off as negative and potentially irritate some power players.
Long story short, you do you, OP. I’m just a 27 year old VP who is grateful I had supportive SVPs and other mentors along the way and quickly identified (and stayed far away from) people who would crush me in promo talks rather than encourage my development.
IMHO, if you say the second part (2 promos 2 years), yes, you would.
If you make the case for the first part (lacks leadership), no, you shouldn’t.
A good agency boss will already recognize that no one ever says no, so raising a legitimate concern should stand to you. If not in their eyes, at least in your own.
