it’s normal for most agencies that offer unlimited vacation. all of the agencies i’ve work for that’s had it was very passive aggressive about it.

And make passive aggressive remarks about sick time. Is this normal? Are there any agencies out there where time off is actually respected and encouraged?

Shouldn’t matter so long as the work is getting done and your team mates aren’t suffering for it. I seen a lot of that happen when one or two on a team took advantage of it, it caused discord in the team dynamic and resentment. Personally I’d rather have 6 -8 weeks PTO and be paid the time I didn’t take when I left. ... that’s the other kicker with unlimited PTO.
