Gosh! I didn't realize I was supposed to "release" my coachee intern each day! I have been letting him manage his own schedule as long as he gets his work done. Shame on me for missing the opportunity to let him see how illogical and soul crushing PA can be.
I feel like people are completely ignoring the "is always browsing the web" part of the question. If he/she is on the web all the time I would not trust them to "manage their time" as others have suggested.
No it isn't? We aren't children. I find the only people that carry this expectation are micromanagers (or aspiring micro managers)

...sounds more like the intern doesn't have any work and OP expects them to sit around and wait for them to leave despite not having enough work to keep them busy

I'm on the interns side for this one. If no ones ever told them about the hell that is PA, I don't expect them to pick up on it immediately
If you're not giving him/her work, don't be pissed if they leave after their 8 hours are up. I'm a first year and would leave after 8 hours (outside busy season) if no one gave me work. It's a waste of time to stick around if you're not needed.
Why don't you just be an adult and talk to them?
Last year I was an intern and it annoyed me to no end when after talking to a ton of people during the day and nobody had work for you to do, some people expected you to just sit there forever. Some interns loved just sitting around looking busy and getting paid, but is that really any better? Also, consider that it's almost the end of the summer- nobody wants to hand things off to an intern in their last week, so if they finished a project or something the week before they're SOL.
You need to pick your shit up and hold the intern accountable. They're new so they don't know how stuff works.
.....Sounds like the intern needs to be told that when they have run out of things to do they need to let someone know.
I had an intern that did this and turned out he was going to a youth group so be prepared for a potentially decent response
Most interns, at least ones that I have worked with give me the common courtesy of asking if there is anything else I need them to do before heading out

I'm with pwc3. PA doesn't have to be so miserable, people with that kind of attitude (@CH1) ensure that it will be though
Just talk to the intern and set expectations
Be a better mentor and give them work.
