This happens frequently. Sometimes budgets take a big hit and they need to offset. And it’s making you look busy
Depends on what code.
If you are running hot on your burn rate, then you could bill to a non-billable/new business instead so that the project doesn't look like it's going over the budget and requires a write-off. Usually, this is for a small client whose contract states "fixed fee" no matter what. For a big client, a write-off doesn't typically happen. The company just bills as you work.
But if there is a lot of budget left and you have already finished the work, billing more than you work is not very ethical. A few hours extra is probably ok, but if it's a lot of hours and it's concerning, you should talk to someone. Is there an ethics hotline at your work? :D

Some of our codes have utilization impacts tied to them but are not billable, so without more info/context from OP I can’t understand if this is “normal” or not or what the ask actually is from the MD
