If she truly needs the money in a couple years, I would not invest it in any stock. If she invests in bonds I would put it in a short term bond fund. Right now cds pay more and may be a better idea. You really need to understand how much she has and when she needs it. Not really enough detail to really help much.

2-3 yrs is not long term. If liquidity is needed in that timeframe high yield savings is also an option. They don’t have any risk. Some credit unions offer ~2%

1. Whatever you do do not sink that money in stocks now. It will wiped out during a crash and will take a very long time to recover. It could be 20 years. Many people underestimate the possibility of a crash and its crash's consequences especially Fish below 35 years old. Many will tell you to put in index funds saying do not time the market, time in the market matters(WB). The possibility of a crash is extremely high especially in less than 3 years. Your mum's business friend maybe right. But really trying to get advice from Fish for your mom is not great idea at all.
How old are you? If you are below 35 do not give her advice.

Klick 1, I'm not entirely sure of what you mean, but if you're comparing DCA vs lump-sum as a strategy, lump-sum investing has been proven to be as good if not better, in several studies. This analysis typically only makes sense to consider over the long term, because if you're not planning for the long term, you shouldn't be significantly in stocks in the first place
