@SC 1, yes, understood in terms of capital gains. On the flip side, it would be considered a loss and something to just keep track of, if in a taxable account.
@EY OP, there's no guarantee another fund will perform better. If the move fits with your asset allocation plan, and you've done your research, and feel comfortable with it, go for it.

Yea I am passive. Owning VOO and VEA now and thinking about moving to VUG growth stock

VUG is a good place to park your money.
Yes that is actually what I was thinking. VOO currently at 7% loss and VEA at 17%. Thinking about sell them all and move to VUG. I think the realized loss won’t matter if VUG will grow similar to VOO? Am I missing anything here?
What stock? Do you need the money now?
If it's either of those and you don't need money short term, HOLD.
Feel free to consistently invest.
It's fairly long term, but you'll at worst cut your losses and at best make modest returns. Not counting the dividends coming your way.
