I made the comment above and wanted to add a more amenable solution - the best / only way to do it is to network your way into your desired team - I.e by getting on a project with them, getting involved in their Internal work, or getting on a project that is directly relevant to the work they do and slowly working your way in. Aggressiveness, creativity and an entrepreneurial mindset towards your career is key . Leaving and going to another big4 is the more straightforward approach because you avoid red tape but I imagine that's not your goal. It is what a lot of people wind up resorting to and a big problem that at least I know PwC is very aware of and would like to prevent which is why I suggested you threaten to leave unless they make something happen for you. Ultimately you have to have a case for why/how you fit into that group if you want to be successful regardless of bypassing red tape.
