I am a Principal Solutions Architect with 13 YOE of which 5 years exp is with Biotech focusing on Public Cloud (AWS) & overall AWS exp. 9 years. I need suggestions /opinions if applying for a Senior Solutions Architect (Level6) at AWS makes sense or if I should aim for a Principal SA (level 7) role at AWS with Healthcare & Lifesciences industry experience. If it makes any difference, I worked for AWS ProServe as an external SA in the past. Any insights / feedback appreciated.

NEVER take the counter offer from your original company. They will continue to make you miserable and they didn't care to show that you have value to them until you were going to leave. Let the new company know their offer has been exceeded based on market value and that you would like to reopen negotiations on salary. Good luck!
That just means they could have paid you more, but didn't want to until they had to.
I couldn’t of said it better myself. Exactly what BDR 1 said. You have to remember these companies are not loyal to you. They will be fine without you. Just polite decline your current company’s offer. You have to worry about your own professional growth and development.

You won't burn a bridge if you leave respectfully. Give 2 weeks, pass your duties on to others, thank them for the opportunity and stay in touch with who you want.
In this industry there are lots of boomerangs at companies and most come back with a better salary and title. Go enjoy a new opportunity and if you want to pursue bringing those learnings back later you probably can.
Without knowing more about the situation, I’d say to leave your current company. They will never forget that you rattled the cage, and their mentality will probably be “you already got yours.” They didn’t give this raise to you on their own accord; you had to force their hand. At the new place, you’re more likely to move up in salary from a clean slate.
Plus it seems like the new place is a great opportunity and probably would also yield a good exit. The Fortune 100 companies are usually well-staffed and fantastic overall.

If I recall my HR case studies correctly, people who take counter offers typically end up leaving in a short while anyhow, so might as well jump now!

Honestly, If ur old company didn't act in time is their lost. The new company wants u and u need to think In urlsef, where u want to be, what do u want to do. If the new company gets u closer to ur goal. For for it. If not, make it work, but I believe an offer last minute is like a soccer player that goes into the pitch in added time when the match is about to end. Pointless.

I do not believe staying with your current company will be in your best interest. They will do everything to make life miserable for you from here on out especially if they get to know you are staying because of a better offer they are putting on the table.
Think about your initial reasons for leaving.
Have they changed based on any factors.
Think about what you are joining, why are you joining and what are you leaving behind?
Current employer has shown their hand and feelings throwout the notice period. How does that make you feel.
Does the counter offer solve the initial reasons for leaving?
There is no reason to burn a bridge. Offence is taken, not given.
Do what feels right for you and be respectful to whom you give uncomfortable news to.
With just this limited set of information, my advice is go for the better company name. It will add more value to your resume and career. You looked for a new job for a reason. Unless your play was for more money from your current company, which can say goodbye any day anyway, go to your new adventure. It may be same things different place, but you’ll be happier for it.
From personal experience, best to go with the new company. Your current company is being reactive to your departure & although it's a tempting offer, it will likely come at a cost.
Ask yourself why you were leaving in the first place?
Sounds as if the new position has some promising prospects & could well come with less red tape etc.
