Have you asked for promotions?
Yes. I’ve asked what it takes to be promoted and done those things. Took on more initiatives, improved current processes.. and I still do not get recognized or looked for promotion.

Put together your talking points in your next review explaining why you deserve a promotion. If you have a job posting of the role you want to be promoted into, useful to have that and show how you are meeting or exceeding those expectations.
If they can’t agree to a promotion on the spot (I likely wouldn’t be able to) then ask them for a timeline for when it will happen. If they say a few months and you believe it then they are on record and you can wait. If they won’t commit then you have your answer and should start looking elsewhere. Then if you get an offer elsewhere you can take it or use it as leverage to try to get what you want at your current company.
Ive done this a few times with no luck. I’ve exceeded expectations in many areas but my manager holds some things against me that doesn’t make sense. For example, sending out an email before 5pm but I’m online working until 7. Or if I forgot to send a file out the day prior and instead sent it the morning of.. it’s held against me and I’m marked as meets below expectations. It’s small things like that, things that don’t impact the business as a whole. (Those examples m are rare and only occur when I have too much on my plate).
He’s a new manager and has had 4 people quit/move departments within 6 months. I’m the last one.
I’ve applied to other departments, gave him the heads up and I have interviews this week.
