Unfortunately common in the space. To the extent you can, call them out on the nonsense. If you have another option to achieve the same end goal of the agreement, make that clear, and make it clear that the longer you spend on the agreement the less sense it makes. If there is another level above who you’re dealing with, get them involved. If you have no other option, maybe schedule a call and force them through all the redlines blow by blow. I empathize with your situation, used to be me doing that every day.

It’s annoying, but it happens sometimes. You can ask them to accept on their side anything that they don’t have an objection to (As opposed to you doing it), and if they won’t,you can put comments on those sentences/sections that remain in play and even color code them. Always compare versions using the compare feature. In other words don’t trust the version you get back from them.

This. Redlines aren't working. Move to Step 2, discussing issues.

IMO attorneys shouldn’t accept redlines without asking/clarifying that everything was reviewed and approved if not noted otherwise, so I might be annoyed at this too. But sounds more like a lack of communication than anything, which is easier to resolve. Remember this attorney may be the only one for an entire division just trying to keep things straight.
