How to approach their parents? Can you even lower the volume of practicing piano?

Get two large speakers, an amp, and an instrument you suck at and start practicing as well.

If it’s an actual piano, some pianos (particularly uprights) will have what they call a “practice” pedal that dampens the sound significantly (it affects the touch response of course so eventually you need to practice full volume as well but it can help with neighbors). If it’s a digital piano they should be able to adjust the volume or plug in headphones. I personally just turn up the volume on my digital piano and try to make them despair (just kidding, as a fellow pianist I tend to be pretty tolerant of practicing noises). It could be worse — the skill bar for not causing others physical pain is much much higher on violin.

Try PTO on them. See if they can agree to some predictability and have the kid practice at certain times so you are prepared. Nobody practices piano all day, unless they are Lang Lang. You wouldn’t have to wear headphones all day. I grew up in a family of musicians and practiced piano too. It’s a couple of hours a day, maybe? Do the neighbors drink wine? Bring some for the conversation, the parents could use it these days.

I had a talk with my downstairs neighbors at the onset of the shelter in place orders. They suddenly discovered all the noise coming from my toddler when my toddler suddenly wasn’t allowed to play outside. They weren’t ugly about this whole mess, so it was easy to team up with them. I moved the loudest play activities to the afternoons when the neighbors wouldn’t have as many calls. This included riding a trike through the condo. Also bought a large foam play mat to absorb the noise of heavy objects being chucked for cause and effect. The neighbors made schedule adjustments. We made it work. You can too with the right attitude!

Give the kid a loud speaker, when the neighbors listen to his craft, you'll for sure get some lobby to approach his parents ;)

Are you in an apartment building? Many have rules that do not allow instruments to be played.

I suppose everyone here is either naturally gifted with Mozart-level musical abilities or doesn’t have the faintest idea of how learning an instrument works 😏 It’s boring, repetitive, frustrating, and after a lot of hard work your achievement consists of an obscure exercise piece that nobody will ever be interested in hearing.

Be nice to them: suggest using the practice pedal as described by UEL1, bring up the topic of “quiet hours” (some buildings have rules on when you can play instruments or loud music, but please do try to be sensible), suggest soundproofing the room, and remember that piano is relatively low in the “top 100 most annoying instruments for your neighbor to start learning” list 😉

Triangle and classic guitar are probably even lower, but you should consider actually thanking them for not learning the drums (any percussions besides xylophone or triangle, really), the violin (literally the shriek of a cat getting skinned alive until you become quite proficient), the cello, the double bass, any brass, bagpipes, banjo, even many woodwind instruments...

Then again if you found out they are practicing that loudly on an electric piano, you would be in the right to be furious: those things have volume controls and a headphone outlet.
