New employer is asking for my permanent home address for H1B LCA transfer filing, I don’t know what the address will be when I start working in August as I will be moving apartments. Can I just put my current location and then amend later? Anyone have experience with this?

Yes, you would put where you live now. Later you would have to do an amendment.

If your new address is within the same MSA of the address listed in your LCA, then it only requires repost of LCA, no amendment is needed
Put current address. When you move, make sure you have post office forward your mail to the new place.
The problem is USPS does not forward USCIS mails containing EADs or GCs. Because USCIS uses Return Service Requested to mail EADs or GCs.
It’s too often that, when you move and notify USCIS new address, they still mail to your old address.
So if you expect an EAD or GC coming, consider renting a PO Box.
