There are a bunch of Facebook groups in the area that are very active depending on your situation. There’s an adventure/hiking one more for dating, a few hiking groups, some happy hour/event ones. I haven’t been to any of the events yet but it seems like they are usually busy.
I would check out facebook and see what kind of local groups there are you can join. That is how I made most of my friends when I moved here. I just got involved in as many things as I could.
Arizona Sports League has a ton of intramural sports teams that you can join as an individual and is a great way to make friends in Phoenix!

I’m new to Phoenix as well and found pickleball to be the best way. Bring a paddle and just jump in

I woudl highly suggest facebook groups. That is what I did when I moved here and I have made some really great friends!

They have Facebook groups for all sorts of things like others have said.
Bumble has a feature that is just looking for friends - not sure how good it is, but maybe try that?
There are tons of professional networking groups too in the valley - I belong to a women in leadership one, and one specifically for insurance nerds.
Maybe take a night class at a community college for something that interests you like photography. Or there are lots of inter-mural type sports groups.
Follow your passions and find someone!
