The separate issue is Ivanka supposedly made decisions in her role. Consultants can only consult. That would make her an employee and not eligible for a 1099.

Invanka is already an employee of the Trump Org... I believe these “consulting fees” were a way to cut her into deals that were licensing the Trump name.
