Never accept a promotion without a raise to go with it. That makes option 1 not an option in my opinion.
How can someone else decide how important money vs integrity is to you?
Money is more important than happiness. I’ve been a rich man, and I’ve been a poor man, and I choose rich every time. You’ll notice all your mundane problems go away with money. You’ll like your job more than you realize when you get that first paycheck and buy ya girl (or guy) something nice.
The promotion or raise (or department/account transfer) at your current place is never guaranteed, no matter how many great reviews or promises you get from your manager.

Option #1 is not an option. No raise means no respect. I will go with the option 2 and give it a try. What you see from outside can be very different from inside. And the reality is that companies are not loyal to you as workers are not loyal to them. If you still don’t like the new job after you really try, keep looking until you find something better. And there’s option #3. You can tell the current place that you got an offer but want to stay if the current place matches, (speak in a nice way.) I did this a few times. Always got a counter offer.

It’s always more complicated than that. Hard to give real advice.
