Never a good idea to snitch on anyone in consulting. Relations are everything doesn’t matter if it’s internal or client.

Well the Most annoying thing is it sidetracked me on other stuff and I could have saved time if I actually got answers
High chances are the manager will ask the consultant and not you because that’s how most part of delegation works
However don’t bitch out on the C, you don’t know what else he/she must be occupied with. You can be honest on everything that you’ve worked on; that you’re still working on it and finally just need some review with the C and you’ll be ready by XX time.
adding on to D1 - if this is a consistent problem, create a paper trail through email or screenshot ping convos with timestamps so you can back up your claim if necessary (hopefully it doesn’t come to that)
If it’s not for the client, that’s why the consultant wasn’t giving you a lot of attention. In the future, if you’re not able to continue and the person won’t respond to your request for help, just send an email with your latest version, your question and that you’re unable to continue until you get some help. Done.
For reference, remember that the consultant will be looking to get promoted to manager in the near future. As part of that, they need to demonstrate they can successfully manage people exactly like you. Perhaps the consultant was correctly prioritizing work on a client deliverable with someone else, and did not have time for you. That’s okay. But if this is consistent behavior from the consultant, and you’re getting burned from their lack of leadership and assistance, then you have some ammo for how to get them in your corner.
