If you are doing that, then you honestly should just go completely independent. Staying with the firm ensures that you're taking all the risk and reaping none of the rewards.
Yeah why would you set up the shop before you actually have the contract, assuming you can sell the work without the shop? Also, you mentioned the shop already exists with 45 people, or are you looking to create/invest in a different ship with 25 additional people?

Sell enough work to warrant a practice, establish thought leadership so you are the clear choice. Make sure you have leadership on your side to support you.
Without support the chance is very small and probably not worth the effort. Would suggest going somewhere else if that is what you want to do in that case.
