If a company revise my offer letter..Is it mandatory to join in that company or can I join in other company as well?

Is anyone else experiencing colleagues exiting organizations leaving behind chaos, paths of destruction, burning bridges, and scorched earth? They just do not seem to care about their careers anymore. I am in biotech and pharma, while there are many companies, the industry itself is relatively small, so we cross each others paths quite frequently.

Currently on a project where I am feeling super burnt out and as a result im not taking initiative and therefore performing poorly. I believe my next review will be quite poor.
