Yes complain to your performance manager and raise it to the managing partner/director on the project if the senior manager won't do anything about it. Have you had a conversation with this person about their performance?

Cmon guys. No one wants a hardass manager but there’s give and take. If the analyst is goofing off at work and producing stellar deliverables, then that’s fine, and managers shouldn’t chase appearances over results. But the analyst clearly isn’t so they should be told to step up their game.
The only potential issue to talk to OP about is if their deliverables have actually been quite good and OP’s judgment is biased based on the effort he/she perceived to have gone into them. But really, it doesn’t seem like that’s the case from what we’ve heard

Nowhere did I state that there’s no lunch hour. Y’all are pissing me off. A lunch hour cannot be 4 hours. A simple copy paste job does not take 16 hours. How can not working at all be a boundary? Wrong place for advise.

I’m having to work way overtime but I cannot charge more than 8 hours. There’s also the blatant “No, I am not working post 5”. What should I do? Should I talk to my performance manager?

Why is nobody addressing the work over 8 and bill only eight? You have your agenda wrong. Worry about your issues and report that

Focus on what you can control which is your work. Talk to the SM about your hours and set your own boundaries so you stop working so much overtime. Being angry about the other person isn’t going to help you.

My policy is if I'm working extra to cover for my analyst, he or she isn't getting a stellar rating. But if the analyst chooses to prioritize GMAT and YouTube over that's their problem. Report and move on. Worry about your performance

Agree with boundary setting. Just because you are new to a team or report to superiors does not entitle you to be a slave. However if you are not delivering then that warrants a discussion though. Don’t be upset about someone setting their boundaries, but raise some concern if their work quality sucks

Agreed.. you need to talk to someone else about this - a peer to the SM or someone above them. None of that is ok, especially underbilling. The SM doesn't have to invoice for extra hours if they don't want, but you need to be recognized for the work you are doing. Its not your fault if the project was underbid. Are you at EY?
