Benefits absolutely outweigh risks.
Corporations that fuck it up should get reamed - pierce any veil. Yes, it would slow it down a little but I used to invest in the space and there's absolutely no reason to pollute groundwater with today's methods and tech.
That said, drill baby drill.

Both my parents are engineers and their job is essentially projects regarding drilling holes in the ground (though not for oil). Per their understanding of what happens when you do something like fracking so many bad things happen. 1) gas escapes those holes where water is blasted down into. The technology to trap those gases upon release is not there 2) though causation and correlation aren't the same, Montana didn't have much of an earthquake problem before and with fracking they have become one of the riskiest states for it 3) you use so much water 4) the land is destroyed - it's really hard to make it productive again. While I see the upside it provides, it's just an excuse to destroy land
