Hire a legal counsel
Hire a consulting firm to help with this. We do this kind of work all the time.
From an Org design / reporting structure perspective, majority of HR functions can be centralized as they can be region-agnostic (I.e performance management, talent assessments, recruitment strategy, HR systems, L&D, payroll and benefits (if housed in a good system/software that’s already tailored to country specific requirements and providers/3rd parties, the benefits team could also consist of specialists by region but report into a Benefits Lead at the corporate level), then just have decentralized HR Business Partners by region to execute at the local level.
When it comes to other items related to compliance, risk and employee relations, the HR leads for each sub function could work with legal for this since that function would have counsel specializing in each country/region of operations.
Just some high-level (and free!) org design thoughts :)
I would agree with MC1 except for payroll and benefits. The laws and allowances for each region are extremely different. For example if you had a team in Australia, your company would be paying their 401k, not the workers, student loans are paid back to the government pre-tax etc. In America, the benefits system is so much more complicated with healthcare, 401k + employer match etc. If your team was centralized they would have to be versed in each different regions laws and processes. There are systems that can do this but you really need to do your research as to what is available within budget.
This was just one example by the way, there are obviously many more and some that are probably even more complex.
Try Fragomen. They specialize in this type of support. Finding someone internally will be a struggle.
Also, quick note, most consultants don’t tend to give away org design advice for free. Don’t mean that to me snarky, only acknowledging how the post lands in FB.
Yeah, sorry… wasn’t meant to be a zing. Just more a head’s up if you didn’t get helpful responses. I’ve seen more than one question devolve into A) hire us, B) don’t ask us to do free project work on our downtime, or C) non-sense responses.
