At my school the only character education they provide is during the morning announcements. I suggested for next year we should either dedicate 10 minutes a day to do some character building or have a social skills class and those that are severely lacking in this area would take this class year round. So, for now I just take time out during my lessons to have a roundtable discussion on various social skills.
We use second step- and they have us a time line. Once or twice a week at end of day.

We have a Character Ed chair which is a paid stipend. It ensures that certain things get done during the year because someone is collecting a check to do so. Our school counselor is also a major help with character Ed all year long.
My school had mandatory lessons we had to implement every Friday and curriculum boxes we were required to use. Those worked well. When they switched to having presenters come in we had a problem with them not showing. It really comes from the administration requiring it. At staff meetings we even had to do quick versions of the lessons.
