If you're a dad just claim primary and put the burden on your company to tell you you're wrong.
Accenture just recently got rid of secondary caregiver because all the dad's were just claiming primary.

It has nothing to do with being gender neutral. It's about who assumes higher responsibility for care and giving them additional time off.
While primary would generally be the woman giving birth, parental leave covers cases of adoption too where either parent could be primary. If both parents work in the same organization, only one can be primary and the other must to be secondary.
There is no law defining this so it is bound to vary across organizations just like any other policy.
