I got out of this recently by saying I would be on a boat and therefore unable to attend. A boat was the first unreachable place I could think of so I just went with it. Also once said I would be in the jungle when I was actually at a Westin in Costa Rica with great wifi
It isn't against policy for them to ask, but it is annoying. Either push back or join the call and charge the project for those 3 hours instead of PTO.
Yah - I'd push back .... 3hrs is a little much while on PTO
In the words of my favorite PPMD, "how are you enjoying your pretend time off?" (he laughs) during a call while on PTO.

I was on PTO last Wednesday after the election and this person called, texted, and emailed me every 2 hours demanding that i finish a document that wasn't even urgent. The previous weekend, she set up a conf call for friday at 6 pm, saturday at 7 pm. Canceled the Saturday 7 pm one 5 min. Before and rescheduled for Sunday at 9:30 am. I hope that she is in a league of her own
When in doubt, doctors appointment.
Ask if they can webex and record the call so those out can catch up later or participate and charge the time.
So - on a yacht, in the middle of the Caribbean, I did do a team-call.... and to prove the point.... I VC'd and showed them the waves, sand, sun, and my Painkiller Punch... :)
Suck it up and do it, the partner might not say it, but they would trully appreciate

I can't think of a vacation where there wasn't some sort of call/meeting/work that was required outside of some seriously remote hiking trips where there was no choice. You can push back, but realize others won't--that's a choice you have to make for your career, and there isn't a right answer (but there are consequences).
I have a horror story from my PTO last week. Just awful. Good luck
