What I'm about to say is harsh, but if you were "passed up" on an A to SA promotion, ACN probably isn't expecting you to stick around anyway. The criteria for getting that promotion is being with the firm for ~12 months, and that's about it. If you didn't get any other promotion you weren't passed up. They just weren't doing them.
What level? Mid-years were only 11 -> 10 promotions.
11 -> 10?
You wanted a company to promote you so you could jump ship.. Lol. Looks like karma gave you a kiss.
Only midyear promos were 11 to 10 unless your manager went to bat for you with exception request.
I know someone who was promoted from 10 -> 9 so I'm not sure that's accurate. Plus there's a new 12 months at level requirement for promotion from 11 ->10

Passed up means jump time.

It's 11-10 only, and some rare exceptions. Trust me, I've pushed two exceptions through and they take a lot of time and work, with no guarantee that it will be approved. Your cc would have told you they were working on it. It's a bitch of a process. Stick it out, and make your decision at the end of the promo cycle
