Looking while you’re not desperate is the best time to do it! It keeps your interview skills sharp and you can absolutely go till the end of the process (as long as the company and pay aren’t bad at first look, then it’s a waste of time) and decline an offer if it’s not something amazing.
Exactly. This is just business and companies screw over candidates and employees orders of magnitude more than the other way around. You owe no company your loyalty (especially one you don’t even work for!), as companies are never loyal, so look after your best interests.
There are things I would consider to be in a grey area ethically in this context (trying to renegotiate a signed offer, leaving right after joining because your dream company that you’ve been waiting for gave you an offer), but this is not one of them.

Also, there’s no guarantee that the new place won’t be just as busy; you won’t actually know until you’re there (jumping out of the frying pan and into the fire kind of thing). But, if there’s a pay bump, then worth it? What I am saying long-windedly is that you will have to make a decision based on limited information, be aware of “the grass is always greener” mindset (one of my old coworkers used to say, The grass is brown everywhere); but, jumping is usually the only way to get a salary bump; and if the new place turns out to be worse, then that situation need not be permanent either
Yeah, this is a great point. I was promised my promotion is in progress so plan to negotiate that salary bump. So that is the other factor I am weighing out. If I don't get the necessary salary bump to match the dedication and work I'm putting in, I would like a back up plan in motion.
