Honestly, with only 11 days, I’d stick to England only. There’s so much to see around the London area. I think people make the mistake of trying to do too much in too many places. I’m a Brit by the way. Do the usual London stuff. Visit Harrid’s, Fortnum and Mason. Madame Tussaud’s, the London Eye, the Hard Rock Cafe. The Tower of London, Buckingham Palace. Then start to venture out further afield. Visit Blenheim Palace in Oxfordshire. This palace has been featured in many tv shows and movies, and it’s the Duke of Marlborough’s (Winston Churchill) stately home. Then visit Bath and Stonehenge. You ”could” do Edinburgh (where I’m from) and Loch Ness but you’d need a few days in Edinburgh at least. You’d want to do a couple of the underground tours - The Vaults and Mary Kings Close. You’ll want to visit the Castle and Princes Street Gardens and the Palace of Holyrood House (the monarch’s official residence in Scotland). The Scottish Parliament and also take a trip down to Leith to visit the Royal Yacht Britannia. The boat that Charles and Diana honeymooned on. You could also visit the cafe that J K Rowling used to sit in when she wrote the Harry Potter novels. Visit some of the areas in Edinburgh that inspired the books. On your way up to Loch Ness stop at the Kelpies for a photo op and take some pictures of Urquhart Castle once you get to Loch Ness. Happy to provide further info.
Scotland is so, so beautiful, but there is a lot to see and it's worth a whole trip on its own. I'm not too concerned about the travel time if it's something you really want to do and you could easily do half and half, London and Edinburgh. If you do go to Edinburgh, would recommend the train over flying as it's more scenic and takes about the same amount of time once you factor in transfers, security, waiting for plane etc. It all really depends on your threshold for travel time and how much time you want to spend in places - for example, my husband and I can get through a place quickly as we are not museum people and we walk a LOT, so we did Edinburgh in two days (including the castle), but if you want to do a lot of the sights, then you will need more time.
Oxford is easy on the train from London for a day trip even but you could do Oxford, Bath and the Cotswolds as a round trip (certainly the first two, Bath is a bit further away) and I would recommend renting a car for that to make the most of it. There are so many cute little villages in the Cotswolds to see and easier to drive around yourself if you have the option than rely on public transfer.
Start exploring London first. When you are done visiting the prominent places there like the Buckingham Palace or the Tower of London, then maybe you can check places outside London. 11 days is not enough time to wander around the cities.
I'm based in England - would definitely love Bath as it's an easy train ride over from Paddington. Cotswold requires driving. Oxford also an easy day trip. Scotland is more of a trek - you can take 4-5 hour train to Edinburgh or Glasgow to get to Loch Ness
