Is this offer suitable for my yoe and skill.

I am a proposal manager for federal consulting company. My base is low (112000) but I make up upto 50-70% of my base income with win bonuses. But I get the bonus only after the completion of one year of the base period of the contract. My question is -is this arrangement good or should I negotiate for higher base instead ?

What should I prefer? Staying in my company where there is lot to gain in terms of technical knowledge that can help you grow money wise anytime later (may be much more than just now) or choose a very good offer now because I am getting 73% hike(28Lpa) but profile is not bad technically but not very exciting as well as in my current company where I am getting to learn mobile automation, devops, performance testing and what not. My heart wants me to stay here and my mind is confused. Pls suggest.

Will I get blacklisted if I turn down an offer? Not going to try to negotiate salary / benefits because the location / timing just isn’t going to work. I’d really like to potentially work for the company at a later point

Got the following offers on the table:

1. Big 4 - Manager, $180k + $20k sign on, told a good expectation is 12-15% bonus next year. 1.5% 401k match and 3% pension contribution. First year cash would be around $225k
2. New, well funded advisory arm of an established business - Engagement manager, $210k, 20-25% bonus. 2.5% 401k match. First year cash closer to $250k

Big 4 is a defined path with history, reputation, and exits. Other place is largely unknown but a lot of comp.
