I typically say something along the lines of thank you for reaching out to me. I’m not looking for something new right now, but I’m open to keeping in touch, as we don’t know what the future would bring. Great to connect with you!

Used this many times and always works to keep the connection alive should I reach out to them again in the future for any reason.

Unfortunately I am not quite ready to switch, but I would love to stay in touch for opportunities down the road.” You can also offer to virtually meet them to build a network - many like doing that and you can share why you want to stay in your current role but future goals you have that could align with opportunities they have in the future.

This, if you can get them to do it. If you connect with them over a call, or especially over a video call on Zoom, they will remember you, you can give your elevator pitch, and they will keep you in mind for certain types of opportunities.
