I actually had a car for a long time in NYC and loved it.
I got a car a few years ago and it’s made living in NYC much more accessible and exciting. Insurance isn’t really a big deal (less than $100/month) and parking can be relatively easy depending on where you are.
Also, just for fun, a friend of mine street parks and Con Ed had an emergency they had to tow cars away to get to. The tow truck pulled his car out of the spot sorta sideways and snapped the steel part that holds the rear wheels in place. He had to find where they left his car (thought it was stolen), pay to get it fixed and spent the next 6 months chasing down payment from con Ed and the tow company to get reimbursed since they didn’t document any of it. So there’s that.

Here's the thing. If you need to convince them not to bring a car to NYC then they're probably not ready for NYC...

If it’s a lease they’ll never use all the miles they already pay for. If it’s bought, it will depreciate while it sits parked for most of the year. If it’s garaged it’ll cost an extra ~$4k a year. If it’s street parked they’ll search endlessly for parking and pay for parking tickets and dings. If they only rent when they need one it’ll cost a fraction of ownership. They will have every friend asking to borrow it as they pay to maintain it.

Not your car, not your problem. Your friend will figure it out VERY quickly if having a car in NYC is worthwhile.
The only real reason is parking costs.

got my car towed 3x and upwards of $1,500 in tickets — def don’t bring a car to nyc

It takes longer to get your car to go do something than to take public transportation. There is nothing you need a car for. The only reason you'd need one is the occasional trip out of the 5 boroughs. You can use rentals for that.
If owned, bring. Go to the beeeeeach. And hike upstate. That said, I think it’s easier in Brooklyn maybe

Expensive (insurance, pay for parking, pay for parking space, gas, etc.), no parking, unlikely you’ll even having parking for your apt building, it’s often quicker to walk/subway, it’s a new beast driving in this city. You’ll thank yourself later when you can put that $ toward enjoying nyc life and savings
I have one in NYC and love it. Plus my insurance here was cheaper than Philly and SF.
Have had a car in NYC (Brooklyn) for a little over 10 years. Until 6 months ago street parked it and have never had a single parking ticket. Got towed once which was predictably a pain in the ass but have only had one major ding and by and large daily parking for me was never really difficult. The occasional late night search sucked but the advantages of being able to leave the City, go get items that don’t fit on a bike and general sense of freedom it provides can be worth it.
That said, since moving into a building with a deeded parking spot, it is a fucking game changer and can’t imagine going back to regular street parking ever again so I s’pose the moral of the story is, depends on what you are used to.
Bottom line, having a car is worth it if you really need it. If you rarely tend to leave the City, stick with Lyfts or Cars2Go, etc. but if you regularly leave to places that don’t have convenient public transportation, like to go on your own schedule and can afford the expense, it’s not the end of the world.
In the next few years it will probably become harder in Manhattan... which on a parting note, is the worst place in the world to park so if your friend is living there... don’t bring a car.
