You're right -- there's not really a difference. You may see slight differences from one company to the next, but they're essentially the same thing!
I agree with these answers - I haven't seen anything above a III except for places like Facebook or Google where you have many more levels and that's very specific. I would say, regardless of what the title is, you want to make sure that the responsibilities are worthy of you, and that the pay is comperable. In this case, go for whatever pays more and has better responsibilities, because it will not hurt your resume. (hint: when you are assigned a number, you have a lot of freedom to title the role with "senior" etc on your resume as feels right...) You can also ASK how many levels there are, of course
You can't compare it unless you have read the company's policies and own job description of the role. Every company has different definition of the position.

Account managers in my company. Their base salary is higher plus they make commissions. This all depends on how your org is set up though. If you are a non revenue generating department the account manager usually gets paid less but may also have some budget responsibility over the project budget. This can cause some dicey situations.
I'd personally choose Senior PM. But it really depends on the company and its structure. Sometimes, the job descriptions are somehow similar.
Eh try not to get too caught up with titles. Some places will have mid level titles but senior responsibility and senior/manager pay... Tech companies do this a lot.
If they're paying what I want, I don't really care about title
