Virginia is on a tear lately.
K1 - it sounds like you don’t understand how the constitution works.
It already has been challenged in court. The “deadline” for ratifying it passed decades ago. The date doesn’t matter probably, though. So, when filed, it would trigger the 3/4 majority and apply to all states as federal law. The courts and the president don’t really have a role. That said, filing could be refused by the archivist as irrelevant, perhaps?
I see. It was passed in Congress with a time limit on ratification. It would seem to me the bill has long since expired. SCOTUS ruling in Dillon v Gloss appears to affirm this.
But it still seems very meaningless.
What is potential downside here? Women get drafted, no benefit for gender in affirmative action, etc? What is tangible upside?
Doesn’t matter, it’s a dead amendment. The bill in congress placed a time limit on the ratification which has long since expired. Virginia’s vote is largely symbolic.
