Bruh/Sis, if you’re Indian (and not EB1), there’s no rush to get your I-140, as it’s gonna be a few decades wait for your PD to become current anyway. Throw that money into this market dip and make a killing.
The only reason you would want to fork out is if you plan on jumping ship soon (aka >6 months after I-140 approval), in which case, go for it.

If you want to move cities, yes. Once the i140 is approved, you can keep renewing your h1b past the 6 year limit while your new PERM process goes on
