Query : Does American Express rolls out the offer letter if the LOI is given. TIA

I am Java Backend Developer with 3.6 years of experience in financial services domain. I have two offers- one from AppDirect (16 LPA +10% yearly bonus), other from Mastercard (16.5 LPA+7% variable with 100% payout at year end). AppDirect seems very employee first company with work on front-end(major)+backend. Mastercard is in same domain I have knowledge of.
Can anyone suggest me which one would work out best?

They are not going beyond 40% hike on current fixed package.
