Not true. You need to be in that position at the time of 485 interview, but PERM can be filed before you have it. Hell, some companies file PERM before hiring the employee.
Example: BCG files PERM for our role as project leaders when we are still consultants. In the rare case where someone gets invited to final interview before promotion, BCG delays the interview to ensure you are promoted before.
This is what I’m talking about. My previous employer refused to start GC saying I need to meet “manager” requirements at the time of PERM filing. My current employer believes I need to be “manager” at the time I get GC, which is in 2 yrs (best case scenario)

BCG1 is correct, you don’t need to be in the position for the Perm. EY sometimes files PERMs at the manager position for seniors
I got my PERM and I got the I140, but cannot change the status until I get promoted. which in current environment can mean an extra two years. it is a very sneaky way to keep you on a leash for extended time.
