I joined TCS 1.5 years back only in Oct20 as an Asso Consutlt (C3B).
in Jan22, I appeared for Tech Mah interview process and got selected as a Project Manager position, they have offered me 40% hike.
Currently I am on notice period, resigned from TCS last month but still not very convinced with my decision there is still a 2nd thought like whether should I join TechM (obviously bcoz of leaving TCS and its facilities, job security and no hire back policy).
Please guide me.

Keep your options open. Whats the harm for having a screen interview and have another option that could be better for you?
If you're still interested in working for them, definitely have the conversation. I'm happily employed but still talk to recruiters about jobs fairly regularly. Even if you don't take it now, you can start building some relationships that way.
Ok let’s say I make it through the phone screen, when would I bring up that I have excepted another offer? Should this happen during the conversation with the hiring manager?

A screen is not a contract. Especially if your start date is months away, it's worth a conversation. If you have to decline the offer it's not the best situation and may burn a bridge, but it's probably okay. I'd exercise caution as your start date approaches and also not to decline before making meaningful progress with the second company. You don't want to decline and then not get the other job.
I just reread your post. I wouldn't say you have accepted it but you might want to mention that you have received another offer as a way to negotiate.
I have a job that I'm quite happy with, and I will still occasionally take a screen or respond to a recruiter if they have something interesting.
