I had a interview with the partner where in the last few minutes he mentioned they are taking their time with the process and a final decision might be made a month or two from now so I shouldn’t be discouraged if I don’t hear back for some time. It is based on cost of living. NYC and SF are obviously HCOL compared to Dallas, for instance.
This is correct.
SF and NYC offer the highest salaries, all other things being equal. But, the COL and taxes in those locations leads to much lower disposable income compared with other cities, like Dallas, Atlanta, Denver, or even Chicago.
Don't get lured in by the higher salary. Go somewhere where you're likely to enjoy life. Think more about air quality, nightlife... things like that.
