What should I tell to HR to shuffle my CTC.
CTC have special allowance and other section too where HR can shuffle this amount.

Left KPMG and was told I have a pension left there. I asked if I could rollover this pension to an IRA/401k and they said no. So I have to leave it in some kind of treasury bond...

Does no rollover allowed seem right? Any ex-KPMG aware of this? I asked again if there's really no rollover option and they repeated that it has to stay there until retirement. I didn't ask this part, but I assume I technically can cash it out (with a 10% penalty, which I'd like to avoid).

TCS Hr revised my ctc to 27.5lpa from 24lpa for C3A band & shared ctc break up. I negotiated asking him to revise the fixed comp to 26lpa & JB. He said that he would try for fixed comp of 26lpa but no JB. Later he came back saying he can't get an approval for 28lpa & asking me if I'm okay with 24lpa & he would try to get 24lpa also if possible.
