“Every gun that is made, every warship launched, every rocket fired signifies, in the final sense, a theft from those who hunger and are not fed, those who are cold and are not clothed.
This world in arms is not spending money alone. It is spending the sweat of its laborers, the genius of its scientists, the hopes of its children. The cost of one modern heavy bomber is this: a modern brick school in more than 30 cities. It is two electric power plants, each serving a town of 60,000 population. It is two fine, fully equipped hospitals. It is some fifty miles of concrete pavement. We pay for a single fighter with a half-million bushels of wheat. We pay for a single destroyer with new homes that could have housed more than 8,000 people. . . . This is not a way of life at all, in any true sense. Under the cloud of threatening war, it is humanity hanging from a cross of iron.”
Sure. Considering the current budget is around $650-$700B
In that case it's poorly worded.
Well, we're currently spending $700B and yet we can't even protect our soliders from $100K bounties...

I think $100 billion is a good amount
Im as much into spending our funding on infrastructure as anyone...but that doesnt mean we should spend less on the military. It would be a very, very bad thing if China became the foremost military superpower.
If that were to happen, theres no amount of schools or hospitals that could save our way of life
We need to spend smarter I'm sure, but not less.

D2, one of the main reasons China has made leaps into cyber is not just spending. Their whole military industrial complex can co-opt entire industries, cyber being one of them. Their public-private partnership is much stronger than the US. They have a similar model in Israel as well. I agree with you that spending here is needed and we should be spending more of the current DOD budget in this area. But, like someone posted above...we spend more than any other military. To me this isn’t a debate about spending more, it’s about WHERE.
For the hard power vs soft power - I never said soft power is the only way. Sure, we need a military to accompany other tools. But, the lopsided budgets of our other tools is harmful to our objectives. We are giving an enormous amount to the DOD, which causes many to view them as a panacea to our problems. Several foreign policy and national security issues can (and should) be resolved by stronger diplomatic, economic, and humanitarian efforts.
