I mean, you generally shouldn’t renege on any offer, you will always suffer consequences though the magnitude of those consequences is typically unknowable in advance and they are rarely serious. So as a rule of thumb don’t sign job offers you don’t plan to take.
But to the specifics here, it depends on the covenants they want you to be bound by.
What state are you in?
Does the RCA have a business non compete or just a non solicit of employees and an assignment of intellectual property?

^ This. Noncompetes can seriously screw with you job mobility. Employee non solicits are less worrisome. Inventions assignments are commonplace.

Common place. Basically means you won't steal their business or jump ship to a competitor after learning all their secrets. I'd sign.

A lot of these are unenforceable, but that is completely dependent on the clauses within the agreement. I would have a lawyer look it over. If you do decide to sign it, make sure it includes a clause stating that the agreement is voided if you are terminated- that way at least if shit goes down and you get fired, you won’t be SOL on getting a new job in the same field/location/whatever.
