I joined Cognizant recently, the project interview calls which I am getting is not from my base location.
I have the location constraint, should I wait for the right opportunity or raise this concern to ADP team so they can look in to it?
As per ADP policy, one should not have any constraints and take the project as FCFS basis.

Maybe they just went with another candidate who also had positive feedback throughout the process? Don’t take it personally.

This happened to me last year. Turned out to be a blessing in disguise since that company is currently not doing well. Could lead to a better opportunity!
It happens, and since we’re hitting the end of the year, likely has less to do with you and more to do with budgets, especially as references came back glowing. Have you asked for feedback on why they decided not to move forward? It doesn’t hurt to ask, and it also enables you to keep the door open for future opps.
I did and they mentioned it was due to a last minute pivot. I’m sure it is the case given where we are in the year right now and how our industry is going, but can’t help but think I may have done something to contribute.
Agree that it's disappointing & surprising but given the current state of the economy - it definitely nothing you did, and not a waste. If things change, as they always do, you're a person they can reach out to quickly. Plus who knows where those hiring managers could end up - it's the long game as they say. You impressed & that will pay off
Some agencies have little respect for candidates time and take multiple people through to the final round of interviews - like, interviews that are usually just a final gut/fit check with execs or leads from other departments.
I even know of someone being offered the job, then having it rescinded because another candidate signed faster.
Could a reference have come back questionable?
The recruiter said all my references were “glowing”.
Yup. Happened to me. 7 rounds of interviews over 2 months.
